[Portaudio] PortAudio V18 released!

I have released the current CVS snapshot of PortAudio as V18. Release notes
are available here:

    http://www.portaudio.com/docs/releases.html

The documentation is now part of the CVS tree. The nightly snapshot is now a
complete release so making new releases will be a quicker process.

Note that the nightly snapshot mechanism was broken between April 10th and
May 6th 2002. This caused the nightly snapshot to be stuck at April 10th. So
I recommend that everyone download the current V18 from here:

    http://www.portaudio.com/#Download
